Singapore Government Agrees to Annual Increment and PWM Bonus for Landscape Maintenance Sub-sector’s Employees
The Singapore government has agreed to give employees in the landscape maintenance sub-sector an annual increment and bonus. This agreement comes following the addendum put for the in the Tripartite Cluster for Landscape Industry (TCL)’s report. The TCL requested that Progressive Wage Models or PWM bonuses be given to those in the landscape maintenance sub-sector beginning January 2020. Annual increments to the PWM wages will follow beginning July 2023 to 2025.
The TCL’s recommendations were published in its 2018 report. It is an important step forward towards enhancing the PWM landscape. Bonus payments of at least 2 weeks’ salary will be paid to the eligible staff beginning 1 January 2020.

The Singapore government is in full support of the TCL’s recommendation regarding the minimum increment of 3% annually to wage levels. This will be subject to review. If approved, the implementation is set to begin 1 July annually from 2023 to 2025. This will affect PWM job levels across the landscape maintenance sector. This ensures that the employees involved in the sector are not left out from enjoying the benefits of sustained salary progress.
