S PassAn S Pass is essentially a permit that enables foreign individuals with midlevel skills to live and work in Singapore. It’s open to applicants from all nations. Once issued, it’s valid for two years and can be extended for three years.

Employers must uphold a certain quota and pay a levy for their S Pass workers. It’s also the employer’s responsibility to secure health insurance for the S Pass holder before applying.

 

S Pass Eligibility

Qualifying for an S pass means earning a fixed income of no less than $2500 per month. This threshold rises with experience. Applicants need a Degree or a Diploma from a recognized educational institution. Some technical certificates are also accepted as long as they were attained after a full year of study.

Relevant work experience is another eligibility requirement. Note: The minimum income reference can be changed periodically. For the most recent adjustment, visit the Ministry Of Manpower (MOM) website.

The Self-Assessment Tool (SAT) can help employers and applicants gauge their eligibility. It’s advised only to initiate the S Pass application once the SAT has confirmed eligibility. However, it’s worth noting that even then, there’s only a 90% chance of the pass being granted.

 

Who Can Apply for an S Pass?

Only the employer or an authorized third party can submit an application for an S Pass. As per the Fair Consideration Framework (FCF), employers must give a fair opportunity to all potential candidates and post job openings on MyCareersFuture. The job must be available for a continuous period of 28 days before applying for an S Pass.

 

What’s the Quota and Levy for an S Pass?

The quota and levy depend on the company’s industry.

Industry, Quota(% of the company’s total staff), and Levy

  • Services: 10%; Basic/Tier 1 ($330 per month)
  • Manufacturing: 20%; Basic/Tier 1 ($330 per month), Tier 2 ($650 per month)
  • Others: 18%; Basic/Tier 1 ($330 per month), Tier 2 ($650 per month)

Keep in mind that quotas and levies are periodically reviewed and revised. Check the MOM’s site for the latest rates.

If it’s a company’s first time applying for an S Pass, it’s required to declare their business activity to calculate the quota.

 

Can S Pass Holders bring family to Singapore?

Yes, if the following conditions are met:

  • The S Pass holder earns a minimum fixed monthly salary of $6000.
  • Dependents are their legally married spouse or unmarried children younger than 21(semipermanent residency offered).
  • Extended stays for a commonlaw spouse, unmarried disabled children over 21, and unmarried stepchildren younger than 21 can be facilitated via a Long Term Visit Pass (LTVP).
  • If an S Pass holder earns more than $12000 monthly, they can also bring their parents on an LTVP.
