Updates on Singapore’s Work Injury Compensation Act 2019
The Work Injury Compensation Bill 2019 was passed in Parliament on 3 September 2019. The new Work Injury Compensation Act (“WICA”) 2019 will offer the following benefits to both employers and employees and will take effect from 1 September 2020 to allow employers and insurers time to adjust:
- Influence companies to prevent injuries from happening in the first place
- Faster and simpler claims processes for everyone
- Enhanced protection for employees
- More certainty for employers
Implementation Timelines of the WICA Amendments
Related subsidiary legislation amendments are slated to take effect starting from January 2020. The changes shall be made progressively with the following implementation timelines of the WICA Amendments.

Update compensation limits to keep pace with wage growth and healthcare costs: 1 January 2020 - WICA Subsidiary Legislation
- Extend compulsory insurance to non-manual employees in non-factories and update the non-manual employees’ monthly salary threshold from $1,600 to $2,100: 1 April 2020; and
- Update the non-manual employees’ monthly salary threshold from $2,100 to $2,600: 1 April 2021
- WIC Bill 2019
WICA Subsidiary Legislations – Amendments such as reporting of any instance of medical leave or light duties, amendments to Workers’ Fund, etc.: 1 September 2020
Employers are encouraged to have the Work Injury Compensation Insurance in place in order to have a complete coverage for WICA liabilities.
