Permanent Resident (PR)
A Permanent Resident, or PR, enjoys certain privileges that are usually given to citizens of a country. As a foreigner with PR status, you can freely live, work, study, retire, and travel in and out of the country without needing a visa.
Wondering if work pass holders can apply for PR status in Singapore? Absolutely! Whether you’re an Employment Pass or S Pass holder, you can apply to become a PR. In many ways, having PR status mirrors the rights of a Singapore citizen, including CPF contributions. The key differences are that PRs aren’t allowed to vote in general elections and they don’t receive the same level of governmental subsidies as Singaporeans. Like a work pass, PR status also needs to be renewed every five years.
However, do keep in mind that, according to the Enlistment Act, all male Singapore Citizens and PRs, barring certain exemptions, must serve National Service (NS). After finishing full-time NS, you’ll be called upon to serve up to 40 days of Operationally Ready National Service (ORNS) yearly until the age of 50 (for officers) or 40 (for other ranks), depending on your ORNS training cycle.
There’s a silver lining though. New PRs accepted under the Professionals/Technical Personnel and Skilled Workers Scheme or the Investor Scheme are exempt from NS.
Be aware, deciding to give up or lose your PR status without having first served or completed full-time NS could negatively influence any immediate or future attempts you make to work, study, or live in Singapore, as well as apply for Singaporean citizenship or PR status. This could also adversely affect any renewal applications for Re-entry Permits filed by your family members or sponsors.
