Why Does an Eligible SAT Result Still Lead to EP Rejection?
An eligible SAT result is an indicative pre-assessment, not approval. Inputs, evidence or underlying COMPASS data may change before MOM decides.
MOM states that an eligible SAT result carries around a 90% chance of a pass, but does not guarantee the actual application outcome. The Self-Assessment Tool produces an indicative outcome from the information entered and the organisation's COMPASS data available on the assessment date. If the EP form, the employment contract or the supporting documents tell a different story, the assessment no longer describes the application MOM actually receives.
Not every SAT-to-application difference is caused by employer error or document inconsistency. MOM has confirmed that COMPASS information for C3 (Diversity) and C4 (Support for Local Employment) is updated monthly and may change by the time the application is processed. An assessment completed weeks earlier can therefore score differently through no fault of the employer.
1. The SAT result reflects your inputs, not MOM's decision
The tool is a scenario planner. It produces an indicative outcome from the candidate details entered and the organisation's COMPASS workforce data available on the assessment date. It does not verify the underlying documents, so a favourable result cannot cure inconsistent evidence.
2. COMPASS data can move between assessment and processing
Employers should preserve the final SAT inputs used. The diversity and local-employment figures under C3 and C4 draw on administrative records, including CPF contribution data, and refresh monthly. The prudent step is to re-check these inputs close to the filing date rather than treat the first result as fixed.
3. The application is decided on its full evidence
MOM reviews the declaration, the documents and the employer's records together. It may request further documents during review, including proof that the declared salary will actually be paid. A clean SAT screenshot is not a substitute for that evidence.

Which SAT Inputs Must Match the EP Application?
Before filing, reconcile the final SAT inputs against the EP form and the supporting documents line by line — this is the control we recommend to every employer.
We recommend a simple control before any submission. Save the final SAT result and compare each input with the corresponding EP eService field. Then compare it with the evidence behind it. Pre-populated fields should also be checked, because system-populated data is not always current. The table below sets out useful reconciliation points.
1. Salary: align to the signed employment terms
The SAT salary figure, the EP form field and the signed offer or employment contract must state the same fixed monthly salary. HR owns the employment terms and a director approves affordability. We perform the reconciliation before submission.
2. Job title and duties: one role, one description
The SAT occupation must match the EP occupation field, the detailed duties and the contract. Where the employer is required to advertise under the Fair Consideration Framework, the advertisement must match the application's occupation and come from the same employer. It must also state a clear, consistent salary.
3. Qualifications: enter only what the documents support
Reproduce the exact qualification type, institution, awarding country and completion details from the certificates and transcripts. If qualification points are needed under COMPASS C2, submit verification proof from an accepted source. Where such points are not needed, MOM does not require qualifications or verification proof.
4. Employer information: use current official records
Match the legal name, Unique Entity Number (UEN), registered address and business activity to the current ACRA profile, as explained in our guide to Singapore company registration. Workforce figures should be reconciled against CPF or other official records rather than an internal spreadsheet. This is a prudent step; CPF records inform MOM's view of local employment, though the application is assessed as a whole.

How Does MOM Define Fixed Monthly Salary?
Fixed monthly salary means basic monthly salary plus fixed monthly allowances — nothing else counts, however regular the payment feels.
Many rejected applications we are asked to review trace back to a broad idea of monthly pay. MOM defines fixed monthly salary as basic monthly salary plus fixed monthly allowances. Variable allowances, overtime pay, bonus, commission, reimbursements and benefits in kind are all excluded. The SAT figure, the EP form and the legal employment terms must use this definition, not the candidate's expected monthly cash.
Salary is only one part of EP eligibility and the COMPASS assessment. A correctly structured salary does not by itself guarantee approval. The table below summarises what counts and what does not.
Hypothetical illustration (not a client case): an employer offers S$8,000 a month, comprising S$7,500 basic salary and a S$500 performance allowance that may be reduced if targets are missed. The allowance is conditional, so it is not a fixed monthly allowance under MOM's definition. Entering S$8,000 in the SAT overstates the fixed salary against the signed terms. An assessment at the true fixed figure of S$7,500 could leave the candidate short of the age-adjusted qualifying salary.

What Should Young Companies Verify Before an EP Submission?
For a young company, review the business before the candidate: commercial substance, role fit and salary affordability, in that order.
This sequence reflects our professional judgement as a Corporate Services Provider. It is not a MOM-prescribed test. Many young companies approach us soon after company incorporation in Singapore. Their operating history may still be thin. Businesses starting an online business in Singapore should also retain records that demonstrate operating activity. In our professional judgement, paid-up capital alone is rarely decisive. The weaker link is often between commercial activity, the seniority of the role and the ability to sustain the declared salary.
1. Company substance comes before candidate documents
Start with the current ACRA profile: incorporation date, directors, shareholders, registered business activity and address. Then test commercial substance through bank records showing injected capital, leases or workspace arrangements, invoices, signed client contracts and operating materials. Reconcile local workforce claims to CPF contribution records, and confirm whether people on an organisation chart are employees, contractors or staff of another group entity.
2. Test whether the job genuinely belongs in the business
Check the reporting line, deliverables, customer base and required experience. Be ready to explain why the work cannot simply be allocated to a founder or an existing employee. A generic job description copied from an advertisement, or contracts belonging to a parent entity rather than the Singapore employer, weakens the case.
3. Test whether the salary is sustainable
Assess salary affordability against available cash, funding, revenue, payroll projections and comparable internal roles. A newly incorporated company proposing a highly paid regional director before it has customers invites scrutiny of both the role and the declared pay.
Should You Appeal or File a Fresh Application After Rejection?
Appeal only when the rejection advisory can be genuinely addressed with new information or action; MOM also permits an appeal where the candidate can now meet the qualifying salary and COMPASS criteria.
MOM's guidance explains when an appeal may make sense. Appeal only where the stated rejection reasons can be addressed with new information. MOM says the outcome will not change without new information. Appeals must be filed within three months of rejection. A fresh application is required if that period is missed. MOM indicates that 85% of appeals are processed within six weeks. This is a service indication, not a promised result in any individual case.
MOM's appeal guidance lists correcting inconsistencies between the application's qualification information and the verification proof as an addressable issue. This example does not mean every salary, title or employer-detail inconsistency will be appealable or approved.
1. When an appeal is appropriate
The same employer, genuine role and candidate remain in place. The advisory must identify a point that credible evidence can address. Examples include a misunderstood fixed allowance, acceptable qualification verification or documented business activity. A generic appeal that merely repeats the original application rarely adds value.
2. When a fresh application fits better
A fresh filing suits a genuine material change: a different role, revised duties, a new salary structure, a different employing entity or newly established operations. It should not be used to bypass an unresolved rejection on identical facts. 3. What an appeal does not do
In our reading of MOM's guidance, an appeal does not extend a candidate's lawful stay in Singapore and does not permit work while it is pending. A candidate in Singapore must maintain an independently valid pass. A rejected application is itself not withdrawn; withdrawal applies only to applications still pending.

What EP Qualifying Salaries Apply from 1 January 2027?
From 1 January 2027, new EP applications face a minimum qualifying salary of S$6,000, or S$6,600 in financial services, with renewals following from 2028.
Employers planning 2027 hires should build these thresholds into offers now. MOM's current eligibility page sets a minimum qualifying salary of S$6,000 for new EP applications from 1 January 2027, and S$6,600 in financial services. The thresholds are age-progressive: the qualifying salary rises with the candidate's age, so senior hires need more. Renewals follow for passes expiring from 1 January 2028.
Because thresholds and rules can change, always re-check MOM's eligibility page on the actual filing date. An offer that clears the bar today may need restructuring before a 2027 submission.
